The mission of the Office of Vice President for Research (VPR) at the University of Texas at San Antonio is to promote all aspects of research and other creative endeavors among all colleges, research institutes and collaborating partners. This includes strategic planning and implementation of research thrusts, building infrastructures to support research, creating policies to provide an environment conducive to collaborative scholarship, and promoting the importance and visibility of the institution's research activities. Short Bio

The office manages a variety of research programs, including seed funds for pilot projects, minority research grants, initiatives for commercialization of intellectual property, and assists in local and state economic development through interactions with public and private parties, the military community and industry.

In order to accomplish this mission, the Office of Sponsored Programs (OSP) supports and advises the entire academic community in securing external support for sponsored programs and collaborations. OSP reviews, negotiates, approves, and provides administrative oversight related to proposals and establishment of awards on behalf of The University of Texas at San Antonio in accordance with all applicable policies, and regulations.

The mission of the Office of Research Integrity and Compliance (ORIC) is to promote the ethical conduct of research. ORIC serves the UTSA research community by providing independent oversight in coordinating institution-wide research compliance policy, procedures and training through partnering with researchers. ORIC works with researchers to navigate the complex maze of federal, state, and local regulations that impact research undertaken at academic institutions. ORIC facilitates research integrity in the following areas: the use of humans and animals in research, biosafety, time and effort reporting, conflict of interest, export controls, and the responsible conduct of research.

  • Limited Submissions website is live!
  • The Office of Sponsored Programs has developed a Limited Submission website for programs whose funding agencies restrict the number of nominations or proposals we can submit for consideration for an award. The website contains a current list of active solicitations, information on how to apply, and the general limited submission process at UTSA. We've also launched a Limited Submission listserv; if you would like to sign up to receive e-mail updates on limited submissions, please click here.

  • NSF Scholarships in STEM
  • The NSF Scholarships in Science, Technology, Engineering, and Mathematics (S-STEM) program makes grants to institutions of higher education to support scholarships for academically talented, financially needy students, enabling them to enter the workforce following completion of an associate, baccalaureate, or graduate-level degree in science and engineering disciplines.

  • 2009 Nanoelectronic Devices for Defense & Security (NANO-DDS) Conference
  • The 2009 NANO-DDS Conference Organizers have some limited funds to entertain applications for Attendance & Travel Assistance from students and speakers. Interested parties should complete and return the Application-Form. Please note that a compelling need is the primary factor in prioritizing the requests.

    RECRUITMENT FROM UNDERREPRESENTED GROUPS: In order to increase the participation from underrepresented groups (minorities, women and persons with disabilities) the NANO-DDS Conference has implemented a special Attendee-Assistance Recruitment Program. Through generous donations supplied by administrators of the U.S. Army Research Office (ARO) Historically Black Colleges & Universities / Minority Institutions (HBCU/MI) Program and the National Science Foundation (NSF) the conference is able to accept and consider applications from researchers and students that need financial assistance to attend the conference. Here, the conference is making a special effort to notify attendees from the following two special groups:

    Professors, Graduate Students & Research Associates from HBCU/MI Institutions

    Graduate Students within Underrepresented Groups from all U.S. Academic Institutions


    Underrepresented (UG) groups should complete and return the UG-Application-Form.

    Please note that applications will be collected between April 1, 2009 and August 15, 2009 and the estimation for final selections and notifications of awardees is on, or before, September 1, 2009.

  • FY 2008 UTSA Research Report Available Online!
  • The Office of the Vice President for Research is pleased to present the Fiscal Year (FY) 2008 UTSA Research Report to celebrate the excellence in research demonstrated by UTSA faculty and to report on our academic and financial standings. This annual report includes statistical information for the various units within the Office of the Vice President for Research: Office of Sponsored Programs (OSP), Office of Research Compliance and Integrity (ORIC), Office of Contracts & Industrial Agreements (OCIA), and presents information on the activity of the University's centers and institutes.

  • Mandatory Use of the eRA Commons Financial Conflict of Interest (FCOI) Module
  • The purpose of the Federal regulation at 42 CFR Part 50 Subpart F, Responsibility of Applicants for Promoting Objectivity in Research for which PHS Funding is Sought, is to promote objectivity in research by establishing standards to ensure there is no reasonable expectation that the design, conduct or reporting of research funded under Public Health Service (PHS) grants or cooperative agreements will be biased by any conflicting financial interest of an investigator. Specifically, 42 CFR Part 50.604(g)(2) requires that prior to spending any funds under an award, the Institution must report to the NIH the existence of any conflicting financial interests, but not the nature of the interest or other details found by the institution, and assure that the interest has been managed, reduced, or eliminated. In addition, for any interest that the Institution identifies as conflicting subsequent to the Institution's initial report under the award, a report must be made and the conflicting interest managed, reduced, or eliminated, at least on an interim basis, within sixty days of that identification.

    Beginning July 1, 2009, the NIH will require all Financial Conflict of Interest (FCOI) reports for grants and cooperative agreements to be submitted using the new electronic Research Administration (eRA) Commons FCOI Module.

    Compliance with this mandate will be handled by the Office of Research Integrity and Compliance at UTSA. If you have not submitted a Conflict of Interest in Research and Intellectual Property form, do so immediately.   • American Recovery and Reinvestment Act
  • The American Recovery and Reinvestment Act (ARRA) is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century.

    The Recovery and Reinvestment Act is an extraordinary response to a crisis unlike any since the Great Depression. The federal agencies charged with implementing the Recovery Act are preparing to roll out funding announcements, the vast majority of these being competitive research grants. In an effort to keep our research community informed of these new grant announcements, we have set up a Stimulus Funding website to enable quickly access to ARRA-related information as we receive it.

  • Enhanced IACUC/LARC Training Requirements
  • The IACUC recently enhanced their training requirements in an effort to move the animal care and use program to the next level of biocontainment and AAALAC International accreditation. The centerpiece of these new requirements are the LARC.s exciting and newly developed programs. These changes will lead to a win-win situation for the investigators and the University as we move towards Tier 1 status. The outcome will be a first class animal research program and facilities that you will truly be proud of. The results will be:
    1. AAALAC accreditation - A symbol of quality for our University as AAALAC accreditation is considered the "Gold Standard" of animal care and use.
    2. Promotion of scientific validity: A program where your animals will enjoy a more stress-free environment with enhanced biocontainment, resulting in healthier animals and more accurate data yield.
    3. Enhanced collaboration opportunities.
    4. New funding opportunities.
    5. Enhanced recruitment of highly qualified faculty and staff.
    6. Enhanced protection for the animal user.

    PIs and Lab Managers, please ensure that this message is forwarded to everyone in your lab that ever touches a living animal.

    Please note that ALL of these new requirements must be met by the dates listed. After that date, facility access will be suspended until all requirements are met.

    The already established Animal User Training Program (hosted through the online AALAS Learning Library) is still in effect, and all new lab staff members and PIs must complete the modules mandated by the IACUC in September of 2006. Contact the IACUC office for information on this program.

  • Proper Stewardship of Federal Funds
  • In a continuous effort to promote good stewardship of extramural funds awarded to UTSA for research, instruction, and public service, and to promote understanding of Research Administration at UTSA, Dr. Marianne Woods, Senior Associate Vice President for Research Administration, presented "Proper Stewardship of Federal Funds" to a group of faculty members and research administrators on August 29th, 2008.
